We use this phrase to describe behavior that crosses the line of decency, but that line was once a literal fortification. In the 14th century, the English Crown built a barrier around Dublin known as "The Pale" to separate their subjects from native Irish tribes. Stepping outside meant leaving the protection of the law entirely.
