The small hole near the top of a plastic lollipop stick isn't a broken whistle. It acts as a mechanical anchor. During manufacturing, liquid candy flows into this opening and hardens, creating a locking pin that prevents the heavy sweet from sliding off the smooth plastic and becoming a choking hazard.
