The ethical principles that protect human research subjects were born from a profound tragedy. From 1932 to 1972, the U.S. government studied 399 Black men with syphilis, deceiving them and withholding treatment. The exposure of this study led to the Belmont Report and the 'Common Rule,' establishing the informed consent and oversight standards required in federally funded research today.
