The UN Clean Development Mechanism intended to reduce emissions but created a lucrative market for waste. By putting a high price on destroying HFC-23, manufacturers realized the garbage was more valuable than their actual product. This perverse incentive led companies to ramp up production of harmful coolants just to destroy the byproduct, proving that financial rewards can sometimes undermine the very moral missions they aim to support.
